On November 12, State Minister of Georgia for Reintegration Temuri Yakobashvili held a press-conference on the topic Anti-Georgian Campaign in Russian and Western Media.
According to Temuri Yakobashvili: ‘despite the war is over on the territory of Georgia, we have become witnesses of the second war, the media-war. Unfortunately, recently the anti-Georgian publications and movies are frequently found not only in Russian, but also in foreign media as well.’
The State Minister provided the example of documentary ‘War 08.08.08 – Art of Betrayal’. The movie is taken by all the possible versions, including the cell-phone. This is the result of clear slander, where the movie-makers made so many blunders that it is worthless to speak about these details’.
The State Minister regretfully pointed out that ‘the materials circulated by the western media became a part of slandering a campaign, which unfortunately is based on unreliable sources of doubtful origin’. Temuri Yakobashvili referred to Ryan Grist, former staff of OSCE mission to Georgia as one of such sources, who has been withdrawn from the organization after the war. Besides he offered the journalists to refer to the OSCE head office for clarifying the reason for his withdrawal.
Temuri Yakobashvili emphasized the fact that the Georgian side was the first to suggest creation of a special investigation committee, but Russia was categorically against it. According to the statement of the State Minister, Georgia possesses all the necessary documents, inter alia the OSCE opinion on bombardment of the Georgian villages before and after the war.
‘Unfortunately, recently the western media has been doubtful about the things that even the Russians do not deny – there is information in the western media that all this has not taken place the way it is presented by the Georgian side. Such campaign started after Mr. Putin admitted at Valdai summit that Russia has lost the information war. According to our data, Russia has allocated huge amounts of money for conducting an information war and absolutely all the methods of bribery, blackmail, information manipulation were taken from the remaining arsenal of ‘KGB’, the precious pieces of which are more and more frequently found in the western press”.
‘Time has come to state clearly that a planned media-campaign has started against Georgia in all directions’ – stated Temuri Yakobashvili. The State Minister also addressed the journalists with the request to verify the circulated information and make sure about the sources.

The puppet government of Tskhinvali region, with the support of Russian information channels, disseminates targeted disinformation about persecution of Georgian citizens of Ossetian nationality, and on violation of their property. They make up and disseminate fabricated facts as if the Georgian citizens of Ossetian nationality are massively leaving Georgia. We declare that these ‘facts’ do not correspond to reality and this disinformation is aimed to:
- Justify the ethnic cleansing of Georgians in Tskhinvali region by Russia, Tskhinvali puppet regime and occupation troops.
- Breach centuries-old and neighbor-friendly relationships of Ossetian and Georgian people.
We declare that there have been facts of leaving their places of residence forcedly from the side of citizens of Ossetian nationality neither in Kakheti, nor Borjomi or any other region of Georgia, neither were there facts of leaving Georgia at all. There is not even a single case of prosecution, humiliation or oppression of the people of Ossetian nationality because of their ethnicity. On the contrary, even during hardest days of the Russian aggression and afterwards, tens of thousands of Georgian citizens of Ossetian nationality were standing beside the Georgian people and the Georgian Government for overcoming consequences of the Russian aggression with joint efforts.
We emphasize that the Government of Georgia will not admit isolation and oppression of its citizens due to ethnic origin. Besides, we declare that all the attempts and action of outside forces, which are aimed at confronting our citizens, will be considered as purposeful provocation, and relevant response will be provided to them.

STATEMENT BY THE PRESIDENT BUSH
President Bush Concerned by Escalation of Violence in Georgia
THE PRESIDENT: I'm deeply concerned about the situation in Georgia. The United States takes this matter very seriously.
The attacks are occurring in regions of Georgia far from the zone of conflict in South Ossetia. They mark a dangerous escalation in the crisis. The violence is endangering regional peace. Civilian lives have been lost, and others are endangered.
This situation can be resolved peacefully. We've been in contact with leaders in both Georgia and Russia at all levels of government. Georgia is a sovereign nation and its territorial integrity must be respected. We have urged an immediate halt to the violence and a stand-down by all troops. We call for an end to the Russian bombings, and a return by the parties to the status quo of August the 6th.
The United States is working with our European partners to launch international mediation, and with the parties to restart their dialogue. Russia needs to support these efforts so that peace can be restored as quickly as possible.
Laura and I were also saddened by the attack on an American family and their Chinese tour guide today in Beijing. Our thoughts and prayers are with the victims and their families. And the United States government has offered to provide any assistance the family needs.

“Stop the killing” - says Council of Europe Secretary General Terry Davis
“I am very concerned about reports of hundreds of people having been killed in Georgia. I urge everyone to stop the shooting and stop the bombing and get round a conference table. A total ceasefire is the only way to stop the killing.”
“As Secretary General of the Council of Europe, I remind both Georgia and the Russian Federation that, as members of the Council of Europe, they have committed themselves to find peaceful solutions to conflicts, both internal and international.”

Russian Actions in Georgia
The Deputy Secretary called in Russian Charge d’Affaires Darchiyev today to press Moscow to cease military operations in Georgia. The Deputy Secretary said that we deplore today’s Russian attacks by strategic bombers and missiles, which are threatening civilian lives throughout Georgia. These attacks mark a dangerous and disproportionate escalation of tension.
The U.S. calls for an end to these bombings, an immediate ceasefire, withdrawal of Russian ground combat forces from Georgia, and return to the status quo of August 6.
We underscore the international community’s support for Georgia’s sovereignty and territorial integrity within its internationally recognized borders, as articulated in numerous U.N. Security Council resolutions, including most recently UNSCR 1808 in April 2008.

Statement by Ambassador Zalmay Khalilzad, U.S. Permanent Representative, on the situation in Georgia, in the Security Council, August 8, 2008
Mr. President, the United States is deeply concerned about the deteriorating situation and the resort to violence in the south Ossetia region of Georgia that has taken place over the past several days.
The underlying problems in the South Ossetia region have a long history and need to be addressed through appropriate diplomatic and political channels.
However, the situation has seen an even more dangerous downturn with the introduction of additional Russian forces into South Ossetia and by Russian air and missile attacks against Georgia.
This raises serious concerns about the commitment of Russia to respect Georgia’s sovereignty and territorial integrity, as well as questions about ultimate Russian intentions and objectives.
We are profoundly troubled by these developments, and we regret the resulting loss of life and numerous casualties among innocent civilians.
Mr. President, we call on Russia to cease attacks on Georgia by aircraft and missiles, respect Georgia’s territorial integrity, and withdraw its ground combat forces from Georgian soil.
The violence that has taken place must stop in order to avert further escalation and loss of life in Georgia and escalation of a conflict that affects not only Georgia, but the wider region. What has been happening in the past days in Georgia clearly poses a threat to international peace and security that affects us all around this table.
For these reasons, the United States calls for an immediate cessation of hostilities by all parties to avert further risk of escalation and to stop the suffering for the people of the region. This cessation should lead to a restoration of the status quo ante by all concerned.
My government is working actively with others to secure a ceasefire. We also support international mediation to calm the situation. We seek Russia’s support for these efforts.
We call on the parties to show the utmost restraint and to refrain from actions that would further inflame the situation.
We also call on all parties to facilitate access for humanitarian assistance.
Mr. President, let me close by reiterating a fundamental tenet of this Council’s engagement on issues that affect Georgia: support for Georgia’s sovereignty and territorial integrity.

Russia Move into Georgia
The United States calls for an immediate ceasefire to the armed conflict in Georgia’s region of South Ossetia. We call on Russia to cease attacks on Georgia by aircraft and missiles, respect Georgia’s territorial integrity, and withdraw its ground combat forces from Georgian soil.
Senior U.S. officials and I have spoken with the parties and continue to work with them to seek an end to hostilities. The United States is working actively with its European partners to launch international mediation. We urgently seek Russia’s support of these efforts.
We underscore the international community’s support for Georgia’s sovereignty and territorial integrity within its internationally recognized borders, as articulated in numerous U.N. Security Council resolutions, including most recently UNSCR 1808 in April 2008.

Remarks by Ambassador Zalmay Khalilzad, U.S. Permanent Representative, on the situation in Georgia, at the Security Council Stakeout, August 8, 2008
Ambassador Khalilzad: You have seen the discussion, the debate, that we had for the second time today on the situation in Georgia. Let me make clear where the United States stands with regards to this issue.
· First we call for an immediate ceasefire and an end to hostilities by all sides.
· We call for talks between the Georgians and Ossetians.
· Point three; we deplore the Russian military action in Georgia which is a violation of Georgian sovereignty and territorial integrity.
· And four, we call on Russian forces to stop attacks whether by aircraft, missiles or ground combat forces.
We will work inside the Council, with others, to come to an agreement that will reflect these principles. I know that there’s been a lot of suffering that has taken place in Georgia.
It’s important that all parties agree to an immediate ceasefire as soon as possible. There are important and difficult negotiations that have to take place, but the first thing that is needed is an end to use of force and an end to violence, and the use of violence by all concerned.

Statement on allegations made by Mr. Bagapsh and Mr. Kokoity
Yesterday, Mr. Bagapsh and Mr. Kokoity made statements regarding deployment of additional armed formations of Georgia in Kodori Gorge and Zugdidi. These statements were followed by requests in the form of ultimatum.
Government of Georgia has not deployed any additional armed formations in above-mentioned region. UN military Observer’s Mission can prove this. We declare that statements of these kinds and the used language of ultimatums are aimed at drawing Georgia into armed confrontation and military actions.
It is outrageous that Russians use Abkhaz and Ossetians as bait in this aventure. De-facto leaders of Abkhazia and Tskhinvali Region should understand that Russia attempts to use them as pawns in Russian geopolitical games. Recent steps of Russia, especially in last few days, are the prominent examples.
We believe it to be immoral to manipulate with the destiny of small nations.
Therefore, we declare that Georgia will not get involved into these provocations and military aventure. We call on International Organizations, especially UN Military Observer’s Mission, to declare their positions openly and carry out responsibilities granted to them for the purpose of avoiding armed conflict.
Despite the disturbances caused by Russian actions in the conflict regions, Government of Georgia stays loyal to the new peace initiatives voiced by President Saakashvili. I am ready to go to Sokhumi and explain the essence of the peace initiatives to local de facto leaders. I, once more, express the readiness to meet with Mr. Kokoity in order to discuss details of organizing Mr. Kokoity’s meeting with President Saakashvili.
Future of Abkhaz and Ossetian ethnos, future of our citizens is not insignificant for us. Thus, Government of Georgia will do its best to make sure they do not become instruments for political manipulations and they will ascertain their guaranteed place within the united Georgia.

Press Release on April 10 incident in Gali, Abkhazia
On April 10, at about 19:00-20:00 hrs in the evening, representatives of special service of de facto president of Abkhazia, dislocated in Gali and headed by Mikheil Khashba, intruded into Priest Father Pimeny’s (Roman Qardava) house.
They insolently requested him to say who had assigned him to Gali and based on what did he carry out religious activity. Father Pimeny provided intruders with a document authorized by the Katolikos-Patriarch of Whole Georgia Ilia II. Father was accused of provocation; he was forbidden to hold prayer service and was rudely expelled from Gali.
The uncontrolled situation and unlawfulness persistent in Gali for number of years, severely violates the rights of local population. The incident of April 10, once more proves the ineffectiveness of existing peace formats.
Office of the State Minister on Reintegration requests UN observers, CIS peacekeeping contingent and UN and OSCE joint office for human rights to fulfill heir obligations and provide security to the peaceful population. Freedom of Religion and Choice is inalienable right of a person and encroachment on those rights is intolerable.
We address international Organizations (UN, OSCE, Group of Friends), to give appropriate assessment to the situation and carry out thorough investigation in a short period of time. We demand to reveal offenders and punish them accordingly in order to eliminate future unlawful actions against the local population living in the security zone.

Statement on JPKF disinformation regarding March 31 incident in village Okona, Tskhinvali Region
The Joint Peacekeeping Forces (JPKF) Headquarters without concordance with the Georgian side divulges disinformation regarding March 31 incident in village Okona, Tskhinvali Region that is not confirmed by results of joint monitoring.
We declare unambiguously that comprehensive joint monitoring with participation of the Georgian law enforcement bodies and the OSCE Observers has not been conducted. Nor have the Georgian Military Observers of the military personnel and OSCE officers confirmed the so-called “monitoring results.”
Such statements are endeavored to purposefully distort, twist the facts and to accuse the Georgian side without any grounds and evidence. At the same time, general Kulakhmetov says nothing about illegality of the Ossetian post in village Okona and tries to present it as alleged “South Ossetian law enforcement post”.
The extreme politicization of monitoring procedures and results, as well as manipulation of ungrounded information by general Kulakhmetov is absolutely inadmissible for us.
We definitely insist on general Kulakhmetov and on the Joint Peacekeeping Forces Headquarters (JPKF) to immediately put an end to spreading the biased information about details of incident happened, since it contributes to destabilization of the situation.

Press Release on unprecedented punitive operations in Java District since March 6, Tskhinvali Region
Based on the verified information, security structures of the de facto regime have been carrying out unprecedented punitive operations in Java District since March 6 of this year. Without any grounds they arrested tens of local people, among them women too. Some of them were transferred to Tskhinvali town and they have been in prison since then.
All these serve one and the only goal: blackmail, influence and threaten the people to give in and accept the chaos legitimated by the de facto regime. Such actions once more shows the criminal and irresponsible essence of the de facto regime of Tskhinvali, which aims at maintaining control over the local population.
Yesterday, March 13th, Temur Iakobashvili made appearance in front of the representatives of OSCE member states in Vienna. He made a special statement where he suggested OSCE and the international community as a whole to denounce these facts and apply effective measures for preventing them in the future.
The office of Georgia’s State Minister for Reintegration Issues considers it inadmissible to have the fundamental rights and personal security of the peaceful Ossetian population violated by the Tskhinvali de facto regime.
Once more we declare that the Government of Georgia will react adequately on the crimes committed by the Kokoity regime against peaceful population.

Press Release on Marc Perrin de Brichambaut and Temuri Yakobashvili meeting in Vienna
A meeting with OSCE Secretary General - Marc Perrin de Brichambaut and Temuri Yakobashvili - Georgia’s State Minister for Reintegration Issues was held in Vienna on March 11.
New proposals of the Georgian side regarding South Ossetia and Joint Control Commission were discussed at the meeting together with other issues existing in the region in general. The State Minister informed the OSCE Secretary General about plans to be implemented regarding the conflict regions and new visions of positions related to these issues. It was emphasized that obstinacy of one side cannot be the reason for hindering the economic and other projects.
It was said that the Georgian side will continue implementation of ongoing projects in the region. Besides, it plans to submit and carry out new projects, among them on the territory controlled by Kokoity.
Mr. Brichambaut showed much interest towards the proposals of the Georgian side. He had many specific questions concerning the current issues and the situation in the conflict region. The meeting was held in a very informal environment and lasted longer than planned.
Together with the Georgia’s State Minister for Reintegration Issues, the meeting was also attended by Victor Dolidze, Ambassador of Georgia to OSCE, and Terhi Hakala, head of the OSCE Mission to Georgia.

Press Release on a joint statement of JCC cochairmen from Russian, South Ossetian and North Ossetian sides on March 6, Tskhinvali Region
On March 6, this year, cochairmen of the Joint Control Commission from Russian, South Ossetian and North Ossetian sides made a joint statement in Tskhinvali.
The decision to make a statement without participation of the Georgian side once more confirms the biased nature of the existing format.
‘Trilateral’ loud statement, which distorts the position of the Georgian side in reference to the commission in general, serves only one goal – fail political negotiations and artificial escalation of the tension in the region.
This meeting clearly proves the problems existing in the biased format of the Joint Control Commission, which represents opposition of three sides against the one side. In reality these problems can be solved only by joint efforts. Above-mentioned fact makes it necessary to revise Russia’s role, as a contributor to the conflict resolution process.
We hereby point out once more that the format 2+2+2 suggested by the Georgian side should be discussed thoroughly.
Moreover, if M. Tkhostov, co-chair from the North Ossetian side, who is the citizen of Russia and representative of the executive branch of Russia, came to the meeting of March 6 in Tskhinvali through Roki Tunnel, he should be understanding that he has illegally crossed the Georgian-Russian state border. Pursuant to the Georgian legislature, such actions are punishable by the law.

Statement on JPKF spreading information regarding incident in village Dmenisi, Tskhinvali Region
Headquarters of Joint Peacekeeping Forces (JPKF) spreads information without agreeing with the Georgian side about the explosion taken place in the village Dmenisi, Tskhinvali region on February 26, as if this information were based on the results of joint monitoring.
We openly declare that no joint monitoring of JPKF and OSCE observers was ever carried out.
The Ossetian side did not let Georgian and OSCE observers participate in the monitoring. Moreover, OSCE observer sustained physical abuse and the life of Georgian observer would have been threatened if General M. Kulakhmetov, Commander of JPKF had not interfered personally.
Based on our information, Russian peacekeepers did some works at the place of explosion, though this cannot be considered a valuable monitoring in the absence of the Georgian side and OSCE observers.
We request that the JPKF headquarters stop spreading biased information in regards to the details of the explosion.

Press Release on high-level meeting of the Group of Friends of the UN Secretary General in Geneva
On February 18-19, 2008, a high-level meeting of the Group of Friends of the UN Secretary General took place in Geneva, with participation of Georgian and Abkhaz representatives.
The Georgian delegation was led by Temuri Yakobashvili, State Minister for Reintegration, and the Abkhazian side was represented by Sergei Shamba, de-facto Minister of Foreign Affairs.
The meeting, which was held on the background of declaration of independence of Kosovo and its subsequent processes, was dedicated to finding ways to take the process of complete resolution of the conflict out of stagnation.
Whole series of activities, within the peace process, that are aimed at confidence building were discussed. It was pointed out that it is necessary to restore direct linkages and to pursue continuous dialogue that will facilitate peaceful political settlement of the conflict.
Possibilities of broadening the contacts were deliberated at the meeting of Georgian and Abkhaz representatives. Namely, new proposals of the Georgian side were voiced in the direction of developing the media space and economic linkages.
Constructive position of the representatives of Russia towards the current situation is noteworthy.
As the result of the meeting, a statement of the chairperson was produced that reflected the positions stated by the sides, also the opinions and proposals of the Group of Friends in regards to the confidence building among the parties. Special emphasis was laid on the urgent necessity of creating the relevant conditions for return of IDPs.
It was clearly pointed out that the Group intends to get involved more actively in the process of negotiations.

Statement on detaining Malkhaz Basilaia in Gali, Abkhazia
Yesterday, on February 26, Malkhaz Basilaia, head of Zugdidi branch of an independent TV company MZE was unlawfully detained by Gali de-facto administration at the 201st checkpoint of the CIS Peacekeeping forces, when he was trying to provide coverage of the issues on Presidential elections in Russia.
The Office of State Minister for Reintegration Issues is worried because of the fact of detaining a journalist of the independent TV Company.
We address Louise Arbour, the UN High Commissioner for Human Rights, Jean Arnault, special representative of the UN General Secretary-General, OSCE, ambassadors of Group of Friend’s Countries to use all the measures for supporting the immediate release of the unlawfully detained journalist.

Statement of Mr. Dimitri Manjavidze, cochairman of JCC
Statement of Mr. Dimitri Manjavidze, Cochairman of the Joint Control Commission from the Georgian Side, Georgia’s Deputy State Minister for Conflict Resolution Issues.
In reference to the announcement made yesterday by Mr. Yuri Popov, co-chairman of the Joint Control Commission (JCC), we point out that our position regarding the Joint Control Commission has not changed. Achieving real progress in the JCC format depends on the implementation of priorities identified by the Georgian side on October 21-22 of the last year at the sitting of the Joint Control Commission in Tbilisi, and which was also reviewed at the OSCE Foreign Ministers' Summit in Madrid in November, 2007.
These priorities include: performance of obligations by JPKF, first of all – complete demilitarization of the region, prevention of entrance of ammunitions and ‘volunteers’ through uncontrolled ways from the north, complete elimination of illegal armed formations, full involvement all political forces of the region’s in the ongoing processes; these are the priorities, performance of which can bring tangible results in the format of JCC.
Readiness for making particular decisions regarding the immediate fulfillment of these very priorities will make it possible to continue working in the format of JCC, whether it is a consultation or other kinds of meetings.
